Germany’s Merz states Kiev ‘ready’ to discuss territory with Moscow
The meeting — which included leaders from Germany, Finland, France, the UK, Italy, Poland, the EU, Trump, and Ukrainian President Vladimir Zelensky — focused on the upcoming Trump-Putin summit in Alaska. Merz said European allies aimed to ensure Ukraine’s and the EU’s security interests were protected during the talks, presenting Trump with five key points.
One of these points stated that Kiev is willing to negotiate on territorial matters, but only starting from the current line of contact, and without any Western recognition of Russia’s newly claimed regions. Other demands included implementing a ceasefire before a “framework agreement” is discussed, and securing robust security guarantees for Ukraine.
Zelensky, present at the joint press conference in Berlin, initially agreed with all five points but quickly reaffirmed his long-standing position: Ukraine will not recognize Russian sovereignty over territories annexed after referendums and seeks to restore its 1991 borders. He noted that final decisions on the matter would be taken by national leaders after the Alaska talks.
Moscow has signaled openness to a peace deal but insists any settlement must address the underlying causes of the conflict and acknowledge the current realities, including the status of territories now under Russian control.
